There are no regulations regarding which meat byproducts they use. Could be roadkill meat.

Which on an odd note of that topic last year they made it legal to scavenge specific roadkill in WA.

Specifically the roadkill is deer or elk, in which cuts of meat can often be saved from the otherwise wasted animal. As for skunks/coyotes/possums uhhhhmmm I should not want to think of people eating those things often XD 8 treats |
If you hit a deer in Idaho it's "fair game" to take home xD
