So then are our characters gonna be either regular people or people who are trying to kill the risen dead? And there are mages and what-not?

Well, obviously mages, but....we could include that when he/she first started their rampage of terror, they first went around to mage schools and began killing them off, so there would be a much smaller chance of anyone ever being strong enough to challenge him. Therefor, magic would be a rarity.

But... should all of our characters be mages? Or, each of our main characters at least. Maybe some know that they are and others don't. Also perhaps there's some sort of group who's trying to get rid of the powerful, evil mage person and getting rid of the walking dead that now terrorize everyone. So that group is trying to find all of the mages it can so that they can bring a lot more strength to their forces...?

Fanatics - those who seek to destroy all magic and all magic-affiliated things, with the mindset that it is all evil and ungodly.

Mages - A select, few, split up group of people with slight magical ability, who are seeking knowledge of a past age when there was magic abundant.

The Regs - a group of people on the side of magic with no real talent for it, but who believe it can benefit the world. Constantly at war with the Fanatics.

Magical ability - Some are still born with natural affinities for certain brands of magic. Though their power is small, sometimes it can still grow to large proportions. they either go int oself-imposed exile, or they are executed.

I don't know if they should ALL know each other from the start... or maybe they all live in the same place so they kinda know each other but not on a super friendly basis? Or would y'all rather they're all friends or something.

If we're doing the thing with the four different groups I think I'd wanna make one character a Mage and another a Reg. o w o

in mage orders there are always friction between highers and lowers

I say, have em live in the same general area, and be able to meet each other randomly, but not necessarily on a name-basis yet.

Oh, sorry, I was more or less explaining where the mages come from, not naming another group of people ^^; Probably should have clarified that. Though...I think that could work, if you both like
