The number of rations and water you can get decreases as you claim more through the pop-ups and through posting. If you have 500 of them, they'll be rarer for you than someone who has only 20. By using the mule, it allows her to get a lot more than the same time on her main would be earning.

It's a gradual drop, not a sudden one. At almost 400, I'm still getting them regularly, but not seeing them isn't surprising.
