Yeah, it is Plato's Air Symbol. It is also a symbol used for a lot of things. I know 30 Seconds to Mars uses it a lot.

The wings.. hurt xD But I was a trooper! No one even knew I was hurting on the outside. Muhahaha
As for the age, it depends on where you are. I got my first one done in Arkansas before I was 18. Couldn't get it done in Texas. But since I'm 18 now, I could go to Texas.
