Yep. If you want it to be more specific, I say Silver Prince Coat in the color that's already grey (so, 2nd from the left when looking in the shop preview). Gold coat gives a slighty contrastier look on the ornamental line when greyscaled.

Alright, so just because it looks like a jacket to me doesn't mean it has to be one - especially since I couldn't find any with such pockets. Furthermore the right side appears darker, which suggests those two parts are actually different colors. So... Tune Up Boots?

It doesn't. Could also be some decoration, a buckle, a stud, anything like that. Just need to purge my initial impression from my brain - which turns out surprisingly hard. Once you see pockets, you can't unsee them XD
