Or do you mean current NPCs? Then...yes, but stay in the bounds of CURRENT plot

No controllingother NPCs in a way they would not currently act, but you can have YOUR NPC have reactions to them that don't exist.

Oh, I can do backstory. Right now I'm deciding on what manner of details I might be able to get away with given the limited racial info and history of Trisphee's planets and people.

Well, I guess the first one would be how much can we mess around with the planets and races? Can we make major events (meaning those outside personal or familial events) to work into a backstory or should we stick to stuff that can be explained relatively independantly of racial and planet histories?

Like, can your character have been scarred by the taskal war, in the pollution thing, stuff like that? Yep~

And...keep races pretty spot-on, same with planets. Especially be careful when messin with Deivai
