Mercy that's just letting you know that you did an achievement. Just click on them one at a time and it will make them disappear.

If you just click on the Achievement link at the top next to settings it will get rid of all of them

Most anybody would gladly let you in and talk and you can buy things in the marketplace from people with the runes or you could sell them to other people. There is an event going on where the more you post the more event currency that you get.
