Each Pokemon has a story, and not only those who have already been caught. From the moment Pokemon hatches, it has a story, just like it has unqiue personality. Some people don't care about either, some put it as a top priority.
Iantha is trainer of second kind. Whenever she meets a Pokemon, she stops and starts talking with it. Gives it a snack or two. (Well, of course, if the Pokemon is not hostile, but usually, feeling her friendliness, no Pokemon opposes her) Sometimes Pokemons chose to start following her for a while, and eventually, it leads to deep bond, when the Pokemon choses to follow and protect her.
The very first one she met and "tamed" was a Bulbasaur she met soon after the beginning of travel.

Whichever level you are comfortable with having he evolve at.
I try to get my Pokemon who evolve with stones to level 10 at least on here. Probably closer to 25 in game because it is easy to get lots of levels.
