BTW, why not have some players be the gym leaders? Like, not that be an actual character of theirs to play as, but just they control them during gym battles and parts in the plot where that character is involved somehow?

Hmm, for gym leaders, should I create a set team that the player who is controlling them use, or allow the player's Pokemon to be used?

I'd say, pm the player if you want them to be a gym leader, have some way of randomly generating a type, and then have them make a team of 3-5 pokemon based around it, then have it approved by you via pm.

It should be to-match. Basically, if they come to challenge the gym, level to match the challenger.
