I don't think you have to keep it under anything, just make sure it's more than 1k words :) Otherwise, I'm gonna be in trouble.

XD I tend to go way over board but this idea seems to be fit for a short story, just need to make the pacing right.

Its a tough call because I want to read what every one else wrote but at the same time I dont want it to sway ideas.

Probably best to wait. Like Pog said, posting them could influence people in ways they wouldn't be by the picture alone.
