Coda; Have you tried a breech of contract with them? If benefits aren't materializing then they are no longer within contract. You may be able to break it through that. But really a lawyer should be consulted for that sort of thing.

I've considered it, but it would be a difficult fight. These are workplace environment improvements, not things that are formally considered "benefits" like sick pay and insurance. (I'm not getting insurance either but that's not a contractual violation because they OFFER it -- it's just exorbitantly expensive.) And since these are just casual environment things, they were only verbal promises, not written into the contract. That's still binding but they could weasel out of it, especially since communication at this company SUCKS and it's entirely possible that no one person actually knows the whole set of what was promised.

Coda; I'm sorry. If I think of anything, I'll let you know. If you have anyone who knows law, you could have them look at the contract and see if there is a loop for you. Verbal contracts are still binding, but written contracts usually supersede anything verbally agreed upon.
