Well for Mistress Nine I remember a friend wanting to do her so what we did was get something like a vest like jacket took the sleeves off and modifed the top went out looked for a long dress. The wig you could find at a costume store or speical order it. She's not very hard to do if you wanna go easy but to make her from scrtach you will need much fabric.

That is also understandable. One of my next coming cosplay is from Hetalia again, that photo I showed you is from the same show just the character became evil, the next one I am doing is when he becomes evil in a white outfit covered in blood.
