Looking back at the picture you posted, it looks like the shops are -really- close to each other. I'd assume the other people/NPCs nearby would be trying their best to put out the fire themselves. Maybe firefighters are on their way?

The good thing about Taiwan (and therefore assuming it's the same as in Japan) is that the buildings are made of concrete, now that I think about it.
There's not enough lumber in Taiwan to build houses out of wood.

Most of the buildings there have shopfronts on the first level, but it should be fine; concrete won't catch fire.

Yea.. I am not sure what Japan uses.. through looked like it was a mix of wood and concrete when I saw the photos my Aunt took a few years back.. but since it's quite over crowded.. most likely there would be probably be flats or something above the shops..

Both, plus the handcuffs are hurting his wrists a lot. And the shop, too.
