I didn't plant the bombs. Plus I already knew the answer I just wanted to confirm it. And why am I being blamed for the base being destroyed? Again I didn't plant the bombs nor did I activate them. Its true. After the explosion in the residential district there was a mass order to pull all police investigation. Then the Hunters took over the police HQ and are intercepting any Skulls that get arrested and transferring them to the Hunter facility in the New Tokyo district.

So basically the hunters got pissed that I beat some of their guys and wanted me out of the way.

Pretty much. Can't go around beating up hunters now without getting arrested yourself.
