Give me a good explanation why this should be a bluff roll. Secretly videotaping someone is either an attack on their privacy or a stealth check.

I would have to have a good reason to have my cellphone out and obviously holding it while doing a transaction at the post office, at which point I would need to bluff. I would also take it as a stealth roll, but I feel like having a whole phone just kind of in view the whole time would be more bluff than stealth.

The post person gives you an indignant look and tells you to take your dumb jokes elsewhere once they read your custom declaration. You try to make up a lame excuse about how this video will turn you into a youtube star, and that you need the money for rent, cat food and international postage. They are not impressed.
