5+ a day or 40+ a week? not everyone can be on every day, but if they post a lot during the days they can be, it's fair.

anywhere it'd take two groups, i say throw an epic party, lurkers and the shy tend to get pulled out and pushed around, and it gets the 'sometimes' posters to show as well, i've seen it happen(haha, i've done it myself a few times)

I've noticed that the lurkers and sometimes-posters tend to come out and post when it actually gets close to the goal. -.- If they would post like that on a regular basis, we'd already be there.
