Weapons:He has 2 Single daggers made of a material called Keltium it resonates with his chi to create crimson lighting that wraps only around the blade or similar metal He also has a long sword that he has strapped to his leg made of the same metal but he rarely uses it
Background/History: He was hired for the government due to his skill to kill people with complete silence and leave no trace due to the lightning making it look as if the human body had a heart attack. He has high connections to everyone and is high ranked.. though Lucien is only called when important people need to be killed.
