NPC = non-player character; it's a character that's part of the Trisphee storyline as opposed to belonging to a user.

And there was a big wipe of inactive users during beta, so the missing numbers belong to deleted accounts.

The opposite of an OC, actually. An OC is a character created by and played by a user, while an NPC is a character that's part of the game/story.
