Well, you go in Quest thread, make a thread, notify in thread title that it°s in the making, reserve the posts how much you want and then fill them up, make it open and add link in your siggy, you're done!
You can check how other people made them. it differs how they split up the posts. Some stuff everything one post. I personally had into, rule, what I quest (all - commons, donation, event, special items), then donations/won prizes, then friends/links to other threads and reserved few posts. You can make it fancy or simple, or fancify it up later.

I can sell/give some items maybe, too. xDD
