In the art shops, it says only art shops are allowed... does that mean graphic arts such as thread layouts, are allowed?

Those are allowed in the art shop, they're also consider art.

That is what I thought... just wanted to make sure it was ok before I did :P

Yes, graphic arts shops as well as other types are all allowed.
