How to get Rations and Water?

Like the title said, how do we get these?

I'm afraid that you just missed the event in which we earned them. The sets are up now for those who haven't had the chance to spend their earnings yet, but earning more isn't possible anymore. You'll have to look to other users if you plan on getting the items.
