Yup, especially since Mercs. are a common use in Military opperations world wide.
The USA has Black Water (or XI as they are now known), the United Kingdoms have the Gurkhas, The French have the FFL (who are also the French's Special forces), so on and so forth. Mercenaries are a major factor in war. However, the use you are refering too is about Merc.s (such as Black Water) who work as security for diplomats and CIA agents in the field, not as active military combatants.

There is no Immoral aspec to the USA's use of Mercs. What certain Merc. groups do is a fault of the Merc.s alone, not the employer in many cases, such as when Black Water went on a shooting spree when a squad over reacted to a situation, resulting in a unneeded masacre and the merc.s being ousted from the faction and shipped back home. However, Merc.s are also cannot, in most situations, be held accountable for certain actions that would be concidered war-crimes by any other army because Merc.s have no flag.

So I've heard. Considering that I'm going to end up debating one side and the other at some point tomorrow, there is a great concern about that unaccountability that Merc.s have. In other words, Mercenaries go around torturing and raping people because of the lack of practical jurisdiction on them. There's a sense that there is no justice to those peoples in such a case, despite the "jurisdiction" held by the Iraqi government.

Not every Mercenary group is a band of rapists and murderers. The North African Merc.s in Libya are psychopaths. The South African group Executive Outcomes did everything they could to stop rape, murder, and mutilation at the hands of UTILA rebels. Black Water is an Effective group, but they shoot first and ask questions later. They dont go around raping and killing. Despite common misconception, Merc.s do have accountability. If you rape and pillage you loose your job, that means you loose that nice paycheck.
