I really like the overall composition of this version, though I'm still feeling like if you want the focus to be on the tattoos you've got a lot going on around them. That being said, I don't think this is 'missing out' on that not being the focus, I personally think if you add the details to the scarf bit it'll be awesome-sauce!

Onto the fishie!
I think the adjustments for the hips were PERFECT it now looks very floaty/relaxed and once you add in the main tailfin bits I think it'll balance out nicely! Whether you were going for it or not I get a very 'infinity' feel to the composition.

But yeah, worry less about a small focal point and focus more on the whole. And I think it'll stand quite well without colour, let the focus on details and layout do the talking and it'll sing.
