Actually makes me think of a snipit from some cop show my mom watched where there's this lady trying to steal a loaf of bread that's a dollar because her husband got arrested and she needed to feed her kid. The cops ended up not arresting her and letting her go and the shop owner got really mad. Then the cops pointed out all his licenses and permits for the shop had expired and he had dead rats in his shop and that the fines for that would be more than the cost of the brad. FAR more.
