Do partial backgrounds count? How much should be covered before it's considered a background?

Partial backgrounds work.
Uhh I guess it counts if on the layering page it shows up on the below base part and isn't a clothing item (for example, certain capes and stuff also show up in the background section)

so props are good too as long as they take up background space?
