My guess is that Yuri saw Victor watching the ice and the joy on his face watching the people he competed with so much and feels that Victor wants to return to the ice so he's releasing him cause he cares about him so much. Where I think Victor had just been trying to make him jealous to bring out a really amazing free skate performance.

But yuri has been saying for a while now "after this is over, victor and i will part, this is my last competition, I'll retire after this.
