They DO teach them! There are a thousand drills... all through high school. Countless ads dedicates to children on TV telling you what to do for flood, earthquake, tsunamis...etc.

My sister.. is just a stupid attention whore. She rather get excited and alert people that there's an earthquake, like if we're too stupid to notice, than care about her safety
