She doesn't have to have wings. I wasn't even imagining her with wings... Though that reminds me of a book I read when I was a kid about cats born with wings. I loved that book.

Well, the fish I saw you as for the dragon-fish hybrid idea was a clownfish. >w> And the males of its species are known to be able to change genders so that if the female in a school of clownfish dies, then the most dominant male will become female take her place as the new female. :3
