that should work, yeah

you'll need to download and install this plugin. http://dev.bukkit.org/server-mods/permissionsex/
Don't add the modifyworld thing, just the other two. then replace the permissions.yml file it generate with the one I send you.

It all seems to be working, and is set up to what i think you requested.

each permissions program is slightly different in their setup, and the file i have done will only work with PEX. pex is widely considered the best plugin, with the widest range of use.
