No, it's limited to admins, mods, and other staff with mod powers. To my knowledge, there were certain groups that for the most part don't have mod rights.

EDIT: Actually, I'm not quite sure anymore.

As a question: is there any particular reason why it is set up like that?

I'd have thought it could be one of three ways:
1) Moderator changes it (As we have)
2) User changes it (like with our siggies)
3) No changes allowed
