"greenlit" references stoplights on the street. Green means go.

So, greenlighting something means giving it the go ahead to be done.

Can this person be a shopkeeper that randomly shows up to sell an array of goods at huge discounts. (Maybe even rune discounts?)

Sketchy Trenchcoat doesn't stay for long though, or else certain people will become aware of Sketchy's location, and Sketchy doesn't want that to happen.

If the sketchy trenchcoat stays open too long, there might be an arrest made for indecent exposure.
