occasionally, me (art lead + recolorist) and glitch (primary pixelist) don't actually tell the designers (panda, den, ari, lee also lol) which ones we're going with for a certain release

or, they don't pay attention lol

That is, at least, reasonable to believe, haha. But most of the staff doesn't necessarily need to know everything, so only knows what they've paid attention to.
