Nominally, the point is to hide the parking lot from the road, so that people driving by see pretty greenery instead of concrete and cars.
In practice, it's dangerous, as you point out. It's actually illegal in some places, and a visibility issue due to shrubbery in those places can lead to the police compelling the property owner to cut down or cut back the plants.
