They can't. If one person is on, they must be at register 1. It's pretty sucky but it is how it is.

That's awesome~ At the place I worked at the first person to come in had their pick of registers. Needless to say I never got a good one~

Damn that sucks. Our managers want us on 1 so we can greet everyone who comes in.
