That's typically called a "dream avatar creator" and we're not going to offer an official one ever. If any users ever want to make their own they have our blessing but they have to provide their own hosting.

There's also the very awkward and clumsy copy+paste, but if you want to borrow some things for a dream avi/goal, I can lend you what I have.
